Become a Certified Notary Signing Agent Federal, state and/or local regulations do not control the licensing or qualifications for becoming a Notary Signing Agent. Notaries should be aware that restrictions for presenting loan documents may be limited or constrained in some states. For more information go to State Restrictions . The Notary Signing Agent will work either directly or indirectly with financial, mortgage or lending institutions having specific rules that will need to be followed. There are also specific government regulations relating to the proper handling of the borrower's personal information. Personal information is a part of completing loan document signings, therefore, Notary Signing Agents working directly with or in close association with these institutions, need to follow the rules set by those companies. Certification Testing The certification testing for becoming a "Certified Notary Signing Agent" is now available through the Notary Learning Center.
