Qualifications

Applicants for the office of notary public must meet the following criteria:

  • Must be at least 18 years of age
  • Be a citizen or permanent legal resident of the United States
  • Be a resident of or have a place of employment or practice in this State
  • To become a notary public, beginning Dec. 1, 2018, the Office of Professional Regulation (OPR) is responsible for receiving applications and commissioning notaries public. Responsibility transferred from the county assistant judges to OPR pursuant to Act 160 of the 2017-2018 Legislative session. For additional information on becoming a notary public.

Application Procedures

Step 1: Fill out the Vermont Notary Public Application

County Clerks and Clerks of the District Court may certify the oaths administered by them under the seal of the court. 12 V.S.A. §§5852, 5854. You must then sign the oath form and have it signed by the officer administering the oath.

Step 2: Present the completed application to the County Clerk

You must present the completed application along with the $30.00 fee, to the County Clerk (a list of County Clerks is available on the Vermont Judiciary website; County Clerks are also Superior Court Clerks) in the county in which you reside, for filing and recording. This may be done in person or by mail. Your notary commission will become active as soon as your application is approved and filed.

Step 3: Order any supplies you may need from The Notary's Store

We offer a New Notary Supply Package and a Renewing Notary Supply Package which include your officially recommended Vermont Notary Seal/Stamp,Vermont Notary Journal and other needed notary supplies at a special reduced price. Vermont law does not require a notary to keep a record of his/her official acts, but it is recommended to do so. A record book will offer an excellent way of recalling past notarial acts. If a notary is called upon to testify in court, a record book may help establish what actually took place. The Vermont Notary Journal, also available in the online store, was specifically designed for this purpose and contains many elements not available in other registers. To order, enter the required information and scroll down through the page to locate the notary packages, or you can purchase your notary supplies separately. Follow the instructions through checkout.

Note: An Errors and Omissions Insurance Policy is not required by law, but may be purchased as it protects the notary public and pays for any charges the notary might owe for legal fees and costs should the notary be sued.

Your order will be processed as quickly as possible, usually shipping in 1-2 business days.

Once you receive your supplies from The Notary's Store you will be ready to begin acting in your official capacity as a notary public for the State of Vermont.
