Application Procedures
Step 1: Complete the written Notary Public Examination
The test is available from the Nebraska Secretary of State's office. To acquire the test you may write, call or otherwise contact their office and request the materials be mailed to you.

The written examination will be a take home, open book type test. The test must be completed by the applicant who will then swear an oath that they completed the test without assistance from others. Answers must be hand marked, no machine marked or pre-printed tests will be allowed. There will be 20 multiple choice and true or false questions on the test. The applicant may miss no more than 3 questions to pass. Once the test is completed, it should be mailed to the Secretary of State Office Notary Section at the address given above. Once you submit the test you should wait for your written results to come from the office of the Secretary of State before continuing to the next step. If you pass, proceed to step 2. If you do not pass, the notary division of the office will send a second test out with the notification that the applicant did not pass the first test.
New and Renewing Notary Packages Renewing Notary Packages do not come with a notary journal
Our New and Renewal Notary Packages DO NOT include your required $15,000 Nebraska Notary Bond. The State of Nebraska requires purchasing your notary bond, which you will need to send along with your notary application.
Step 2: Order your $15,000 surety bond from Notary Rotary, Inc.
The notary bond is a specific document that must be completed and submitted as part of the application process. No bond or insurance that your employer is already holding will function as your notary bond.

To order, enter the required information, scroll down through the page to locate and select the notary bond and, if you choose to have it, Nebraska notary errors and omissions insurance and follow the instructions through checkout. Your order will be processed as soon as possible, usually no more than two days before shipping. Once you have your official bond and have make a copy of the actual bond for your records you may proceed with step 3.
Step 3: Download and complete the Nebraska Notary Public Application

Your signature in the Oath portion of the Application will need to be notarized. The Find a Notary feature from Notary Rotary, Inc., can be helpful in locating a notary in your area to help process your application. Submit this Notary Application, your $15,000 Surety Bond and $30.00 Commission fee to the Secretary of State's Office after you have received confirmation from our office that you have passed the written examination.
Make check payable to the "Secretary of State". We accept personal checks, money orders and cashiers checks, but prefer that you do not send cash through the mail.

When any person is appointed to the office of Notary Public, the Secretary of State shall cause his or her signature or a facsimile thereof to be affixed to the commission and he or she shall affix thereto the great seal of the state. Upon the filing and approval of the bond, the Secretary of State shall mail or deliver the commission to the applicant. The form and format of the commission shall be prescribed by the Secretary of State.
Step 4: Order the remainder of your supplies from The Notary's Store
You must obtain an official seal with which to authenticate your official acts. This must be a rubber ink stamp, but an impression seal may be used in conjunction with it, and you can get both of these items from The Notary's Store.
Once you have received your Commission Certificate and have all the information necessary to do so, you can purchase your required notarial seal and notary journal, if you have not already purchased them. Please visit The Notary's Store you will be entering the Nebraska section for your official notary supplies. Your required Nebraska Notary Seal/Stamp and strongly recommended Nebraska Notary Journal are available for purchase. To order, enter the required information and scroll down through the page to locate the Nebraska notary seal/stamp and Nebraska notary journal and any other products you desire, and follow the instructions through checkout. Once you have your official seal and journal you are ready to perform notarial acts.
Note: An Errors and Omissions Insurance Policy does not replace a bond, but will help to repay the bonding company if a claim is ever made. An Errors and Omissions Policy is not required by law, but may be purchased as it protects the notary public and pays for any charges the notary might owe for legal fees and costs should the notary be sued.
